The Crofting Commission is reaching out to the Shetland crofting community to clarify the purpose of the Annual Notice and to reassure crofters that fulfilling this legal duty is a quick, simple and free process. Following a recent article in The Shetland Times, the Commission wishes to provide factual clarity and a postive path forward for all crofters.
Rights, Responsibilities, and the Annual Notice
Crofting offers unique rights, such as security of tenure and low rents, but these come with important responsibilities to the land and the community. The Annual Notice is not a “census” or an “attempt to track” usage, but a vital self-declaration that helps ensure the system remains fair and open.
Duncan Gray, the Crofting Commissioner on Shetland, commented:
“Being a crofter is a privilege that comes with a set of duties we all live by—living on or near the croft, keeping the land productive, and ensuring it isn’t neglected. The Annual Notice is simply a way for you to confirm you are meeting those responsibilities. It’s a small action that keeps the whole system working for everyone in Shetland.”
Setting the Record Straight
While recent reports suggested that reminder letters were “scary,” the Commission clarifies that these are standard notifications sent to those who have yet to complete their legal requirement. The Commission also noted that while some records may appear outdated, the Register of Crofts relies on crofters and executors informing the Commission of changes, such as a change of address or a death.
Commissioner Duncan Gray added:
“We want to move past the idea that this paperwork is daunting or ‘scary’. It’s a straightforward piece of admin that takes just a few minutes on your phone or computer. Our records are only as good as the information the community gives us, and we are here to help you get those details right.”
